Lecture and table top exercises designed to familiarize responding organizations with the implementation of a Unified Command structure to effectively mitigate an Active Killer incident. FD/PD students will work together through all phases of the initial response and first operational period of an incident.
Course Objectives: Participants will review the ICS terminology used for an Active Shooter Event. Participants will review the roles and capabilities of other entities such as EOC, PIO, school/business liaisons, hospitals, public works, mass transit, etc. Participants will combine disciplines to establish a Unified Command post and work together to effectively mitigate the incident. Participants will develop incident objectives and tactical priorities to determine additional resources needed. Participants will implement the Active Killer SOG to effectively manage resources for an Active Killer tabletop exercise in a group exercise. Participants will manage the resources to treatment and transport of injured victims to appropriate facilities. Participants will conduct a second exercise utilizing portable radios to manage the event. Participants will discuss and evaluate possible adaptations of the Active Shooter SOG to better fit their resource allotment for these responses.

Continuing Education (CE) Courses - Advanced Self-Contained Breathing Apparatus (SCBA)
|
Students will learn to remain oriented and familiarized with their environment while gaining awareness of their own physical/mental limitations and the limitations of their SCBA. Students will be working in simulated hazardous atmospheres and will be required to utilize SCBA orientation to navigate various obstacles/hazards. This course meets the standards set forth in NFPA 1001 and 1404. The curriculum is adapted with permission from Pennsylvania Fire Academy and Fire Engineering magazine.
NOTICE-This course is not intended to provide basic instruction on the use of SCBA but, instead, focuses students on gaining practical experience with the SCBA provided by their agency. A large portion of the skills activities within this course are physically/mentally challenging and should only be attempted by students in good physical condition. It is recommended that students have Firefighter I & II training, Basic Fire training, or be considered competent in the use of SCBA by their organization.

We’ll review the many options you have when the standard pre-connect won’t reach, from a “modified skid-load” to a stairwell stretch. We’ll also discuss setting yourself up for success through hose loads and training so you’re ready before the bells hit. We’ll also review another common obstacle, the short stretch. When there isn’t room for your 200-feet of hose in the front yard how can you “dump” excess line to prevent kinking and snagging and to ensure a quick, efficient hose stretch? Students can expect to learn concepts and practical applications that will affect safe rescues in this unique and potentially hazardous situation. Class meets 29 CFR 1910.146 requirements and NFPA 1006-2021, Standard for Rescue Technician Professional Qualifications.
Course Objectives: preplan a confined space incident so that a standard approach is used during a confined space rescue emergency, hazards are recognized and documented, isolation methods are identified and documented, all accesses to the location of the entry opening are identified and documented, all types of entry openings are identified and documented, and internal configurations and special resource needs are documented for future rescuer use; assess the incident, so that general area and space-specific hazards are identified, bystanders and victims are interviewed, immediate and ongoing monitoring of the space is performed, the victims' conditions and location are determined, a risk-benefit analysis is performed, methods of ingress and egress for rescuer and victims are identified, rescue systems for victim removal are determined, and an emergency means of retrieval for rescue entrants is established; conduct monitoring of the environment, so that a representative sample of the space is obtained, accurate readings are made, readings are documented, and effects of ventilation in determining atmospheric conditions and the conditions of the space have been determined for exposures to existing or potential environmental hazards; control hazards, so that the rescue area is established; access to the incident scene is controlled; rescuers are protected from exposure to hazardous materials and atmospheres, all forms of harmful energy releases, and physical hazards; and victims are protected from further harm; prepare for entry into the confined space, so that victim communication is established when possible, continuous atmospheric monitoring is initiated, rescuer readiness is verified, rescuers' limitations are identified and evaluated, rescuers unsuitable to entry operations are reassigned and replaced, route and methods of entry are determined, and rescuer evacuation is planned; enter a confined space, so that the victim is contacted, controlled entry is established and maintained, atmosphere is continuously monitored, the victim's mental and physical condition is further assessed, patient care is initiated, the patient is packaged to restrictions of the space, and patient removal can be initiated; package the victim for removal from a confined space, so that damage to the rescue/retrieval equipment is prevented, the victim is given the smallest possible profile, and further harm to the victim is minimized; remove all entrants from a confined space, so that internal obstacles and hazards are negotiated, all persons are extricated from a space in the selected transfer device, the victim and rescuers are decontaminated as necessary, and the victim is delivered to the emergency medical services provider; and terminate the confined space incident, so that all personnel are accounted for and removed from the space, injuries are avoided, further entry into the space is denied, and the scene is secure.

The 16 hour ERDI Diving in Contaminated Water Ops Component is one of the most challenging public safety diver training programs. The presentation examines Line of Duty Deaths both at the state and national level. Firefighters must have the courage to face a multitude of risks in order to save the lives and protect their communities. Their courage allows them to willingly risk their own lives so that others can be saved. A different type of courage is required to stay safe in potentially dangerous situations, avoiding needless risks and tragic consequences.

This class evaluates the benefits afforded to the common fire-ground functions by imaging alongside the pitfalls of each that can lend themselves to an unsuccessful operation or risks to the company’s safety. This course will help the Firefighter understand the full use and limitations that are associated with a thermal imaging camera. By the end of class, the Fire Fighter will have gained knowledge about the different modes each TIC has and how to best use the TIC in every situation where a TIC is needed.
Course Objectives: Efficiently use and maintain thermal imaging camera (TIC) Differentiate between passive, active and direct emitters using TIC, Identify when to, and when not to use a TIC, Perform both camera and hybrid searches.
Student Pre-requisites: Prior to being permitted to participate in the TI training program, students shall have received training to meet the JPRs for Fire Fighter I in NFPA 1001 or NFPA 1081.

This course is about how to safely respond to propane emergencies. Propane is a flammable gas, which is sometimes generically referred to as LP-Gas, LPG or liquefied petroleum gas. These terms are often used interchangeably and while it is true they have similar fire hazards; propane is only one of several constituent gases which make up liquefied petroleum gas. For example, commercial grade LPG manufactured at a refinery is primarily made up of propane-butane mixtures, but might also contain small percentages of ethane, ethylene, propylene, isobutene, or butylene, all of which can cause slight variation in LPG's properties (e.g. flammable range, vapor pressure, etc.). So while it is true all LPG is primarily a mixture of flammable gasses, which includes propane, the majority of the LP-gas used in our homes and in the workplace primarily consists of propane or some combination of propane and butane mixtures.

This 8 hour course covers basic and advanced aspects of forcible entry including: size-up, tools, techniques, safety considerations, and forcible entry myths. Course Objectives: Conventional Forcible Entry – at this station, participants each have the opportunity to force several inward and outward swinging doors under the supervision and guidance of an instructor. Very minor adjustments in tool placement and handling can make conventional forcible entry effective vs. ineffective or at least quicker and safer. Instructors will provide members with tips and encouragement while maintaining the safety of participants and reinforcing theory and good habits.
Hinge Side of the Door & Padlocks – at this station, students will each have the opportunity to pull a set of hinges from a door using our custom designed training aids. Forcing any door from the hinge side is low on the hierarchy of forcible entry techniques, which makes it more important to practice and understand the consequences and considerations associated with this technique. Padlocks are one of the most common locks firefighters are tasked with forcing. The hundreds of types and styles of padlocks on the market require members to have a firm understanding of lock construction and the tools and techniques used to defeat them. Participants will force padlocks or simulated padlocks with the irons and duckbill lock breaker at this station.
Power Saw Operations – The power saw is one of the most dangerous tools a firefighter can be assigned to operate. The nature of fireground operations often causes firefighters to be forced to use this tool in poorly lit conditions, on wet ground, in awkward positions, or on ladders. Practice and familiarity with this tool are essential for safe operation. This rotation focuses on tool preparation, use, and maintenance. Students will gain experience using the saw in various positions and orientations while under the close supervision of an instructor to provide tips and ensure safe operation.
Through the Lock (TTL) – Through the lock forcible entry is one of the most overlooked and under-utilized forcible entry techniques. This technique is often thought to be too slow or too complex for many fireground applications. That is simply not true. At this station participants will receive background information about TTL tools and procedures while being guided through manipulation of various locks.

The Fenton Fire Protection District is proud to host the International Society of Fire Service Instructors two-day Water Mapping course. Funded by an AFG Fire Prevention and Safety Grant, there are only ten offerings of this course held throughout the US. The objective of this program is to improve the safety and effectiveness of structural firefighting and the survivability of potentially trapped occupants by preparing and providing hands-on training for suppression-based skills to be employed on the fireground. This training goes above and beyond the very basics by providing a more in depth understanding as to the mechanics of interior, exterior and attic suppression along with hydraulic ventilation and the use of specialty nozzles. The course is designed to meet the following objectives; 1. How to manage air entrainment and effectively distribute water and map the surfaces of a structure on the approach to – and into – various interior fire compartments. 2. Strategies for utilizing different stream types, application patterns, stream angles, and methods of deflection to assist in game-time decision-making during exterior suppression operations. 3. How coordinating ventilation post-suppression can quickly return the environment to tenable conditions and provide better visibility when conducting interior operations. 4. How to properly place a stream into the eave line to quickly coat the attic while limiting the ventilation into the space. 5. How different specialty nozzles can be utilized to create more effective water distribution for fires in void spaces, basements, cocklofts, and other structure features which create challenges for typical fire service suppression methods. Instructors who attend this program will be provided the complete curriculum package for the program. Instructors will spend the first day learning the curriculum, and the second day instructing the curriculum to 40 students. This is a unique opportunity to receive hands-on training from national Subject Matter Experts in the most up-to-date hose-stream mechanics.

This 8-hour interactive course gives students a look into machinery entrapments and extrications. The first hour and a half is spent in the classroom reviewing case histories, lock-out/tag-out techniques and procedures, tool kits, and medical considerations. Following the classroom presentation, students are broken up into groups to participate in hands on scenarios.
Course Objectives: Rotation #1: Lock-out/Tag-out, Size-up & Meat Grinder Entrapment: Lock-out/Tag-Out: One of the most important steps in machinery extrication is to ensure the machine will not operate while we are working on it. Students practiced locking and tagging out various types of valves, switches, cords, hoses, and controllers. Size-up: Size-up is one of the most important aspects of any firefighting operation and is especially important when dealing with machinery entrapments. Students used a search camera to look inside this simulated machine to determine the associated hazards. Inside they found electrical and chemical hazards that were evaluated using facility information and the HAZ-MAT emergency response guidebook. Meat Grinder Entrapment: Supermarkets, delis, and butcher shops are all prime locations for a possible machinery entrapment. Grinders, saws, and conveyors are just a few of the common items found in these facilities. At this station students practice locking and tagging out the equipment before moving on to assessing the entrapment and beginning the extrication. To disassemble the meat grinder, members had to drill or air chisel and punch several rivets, cut with the angle grinder, and use various Allen wrenches, screwdrivers, wrenches, sockets, and prying tools.
Rotation #2: Tool Familiarization & Finger Entrapments: Tool Familiarization: Previous generations of firefighters brought a tremendous amount of trade experience and mechanical ability to the firehouse. Modern fire- fighting recruits seldom possess the mechanical skills as those before. This rotation allows students that are un- familiar with hand, electric, and pneumatic tools to gain these skills and gives experienced students a refresher. This rotation included: cutting with the wizzer saw, drilling and punching rivets, sheering rivet heads off with the air chisel and punching, removing bolts with an air chisel, cutting with a Dremel tool in a confined area, impact gun use, and snap ring pliers use. Each of these skills would be necessary to perform the simulated extrications later in the day.
Rotation #3: Torch Use & Auger Entrapment: Torch Use: The torch is a very quick and effective cutting tool in the hands of a skilled user, especially when working in close proximity to a patient. At this rotation students discussed the pros and cons of using a torch as well as hazards that would preclude the use of a torch. Each member was then afforded the opportunity to cut various pieces of metal using the torch under the supervision of an instructor. Auger Entrapment & Fence Impalement: While this may be a rare occurrence the tools and techniques can be applied to this and other impalement scenarios. Students used both the torch and saw-zall to cut sections of the fence while cooling the metal to prevent heat trans- mission to the patient. Augers have many uses in farm and industrial settings. Loose clothing or a misplaced limb can easily become entrapped in these devices. Students practice stabilizing this heavy section of auger before beginning to cut it and continually support it as it is lifted. Scenario(s): The final portion of the class is scenario based. The participants will be faced with scenarios that will require the skills and tools learned from the above rotations. The groups could have as many as four different scenarios depending on time and the difficulty of each one.

Taking command at a scene is the easy part, but having a command presence and being able to control the fire-ground is something very different. We find too many times that incident commanders get too focused on accountability boards, flow charts, organizational structure sheets and worksheets that they get behind on actually running the call. The items listed are tools, not what makes an incident run smooth. Crews must trust the command officer and the command officer must trust the crews, and that trust only comes from good, accurate decisions being made on a consistent basis. Several simulations and case studies are used to depict and review incidents in various types of target hazards such as:

Review of architectural drawings for construction requirements, means of egress for life safety, and fire-resistive compartmentalization.
Evaluation of heating, ventilation, and air conditioning.
Evaluation of exit illumination and emergency power supplies.
Assessment of the need for built-in fire protection systems and smoke control/management systems.
Selection criteria:
Students include full-time fire inspectors, deputy fire marshals, fire plans examiners, building officials, building plans examiners, and building inspectors with at least one year on the job experience who have responsibility for reviewing construction plans for code compliance. Applicants who are transitioning into or acquiring additional responsibilities must submit a letter from the chief or organizational head of their department stating such.
Students must have an understanding of fire protection principles and fire behavior, familiarity with the building and fire codes, and understand the legal aspects of code enforcement. Students must have a conceptual understanding of the purpose of the fire and building codes to protect occupants and the community.
NOTE: Local jurisdictions are encouraged to submit applications of both their fire and building plans examiners to attend a course together if both meet the selection criteria. Priority selection will be given for up to five pairs of such officials per course offering. Applications must be submitted together, be approved and signed by the head of the sponsoring organizations, with a cover letter indicating that they are applying as a team.
Prerequisites Incident Command System (ICS)-100-level and ICS-200-level training. Preferred courses are Q0462 and Q0463, available through NFA Online. Chief's signature attests that the applicant has completed this required training.

This five-day course provides students with a solid foundation of the activities, processes, leadership elements, and the knowledge, skills, and abilities (KSAs) necessary to function within the framework of a Type 3 AHIMT deployed to an incident or planned event. The course is considered fast-paced, highly interactive, and challenging as the students, formed into the Command and General Staff positions on an All-Hazards Incident Management Team, navigate through multiple activities and rapidly expanding incident scenarios. The course includes a comprehensive review of the roles and responsibilities of each of the Incident Command System (ICS) Command and General Staff positions, their roles as leaders of their sections or functional areas, leadership and teambuilding, and decision-making under stress. A significant portion of time is spent explaining the Planning Process, each step within the process, the roles and responsibilities of each ICS position within the process, and the deliverables expected from them (based on their ICS position on the team) at the conclusion of each step. Multiple scenarios are used throughout the class to provide the students with opportunities to practice each step of the Planning Cycle, conduct the meetings and briefings, and produce multiple Incident Action Plans (IAPs). Two of the course days include comprehensive incident scenarios that last approximately five hours and that require the team to manage current incident management operations of a rapidly expanding incident, at the same time as planning for, and completing, an IAP for the next Operational Period.
This course meets the needs of the National Incident Management System (NIMS) and the National Response Framework (NRF). The USFA O-305, Type 3 All-Hazard Incident Management Team (AHIMT) Introduction course focuses on the importance of developing and operating as a functional Type 3 AHIMT. This course will assist individual responders to perform as viable team members by: • Learning the basic foundational KSAs necessary to perform in an ICS position on an AHIMT. • Emphasizing the nature and purpose of a Type 3 AHIMT so that others in the community and emergency services are more willing and able to assist or participate in their local Type 3 AHIMT. • Demonstrating the critical role that leadership and teamwork skills play in the success of a Type 3 AHIMT. • Providing a basic framework for building and maintaining critical interpersonal communications and working together as a team member of a Type 3 AHIMT. • Operationalizing the components of the NIMS and NRF for use in the field. • Offering practical experience of on-scene operations through extensive exercises and simulations that provide multiple opportunities to perform as members of a Type 3 AHIMT during simulated incidents.
Target Audience This course is intended to be taught at the introductory level for participation on an All-Hazards Incident Management Team. Students in this course should include all interdisciplinary emergency response personnel, such as fire protection and law enforcement personnel, Emergency Medical Services (EMS) responders, staff members of departments of public works and departments of public health, emergency management, mass care, Non-Governmental Organizations (NGOs), and members of various community and tribal groups offering critical emergency response services.
