This 8-hour course explores how labor-management collaboration can be a strategic advantage for fire departments/districts. Chief Brian Schaeffer and Retired Chief Carl Scarborough will draw from history and their own experiences, sharing practical strategies for building trust, achieving clarity and and alignment, and transforming traditional labor relations postures into partnerships that strengthen organizational performance. Through case studies, class discussions, and practical application, participants will gain insights into overcoming barriers, sustaining collaboration, leading with shared purpose, and understanding perspectives in today's dynamic fire service environment. This program is provided by S2 Strategies, LLC.

Course objectives:
Explain the historical evolution of labor-management relations in the fire service and identify how collaborative partnerships improve organizational effectiveness, workforce stability, and service delivery.
Identify practical strategies for building trust, fostering transparency, and creating alignment between labor and management to support shared organizational goals.
Analyze common barriers to effective labor-management collaboration and apply proven approaches to address conflict, improve communication, and strengthen working relationships.
Develop leadership strategies that promote sustained labor-management partnerships, shared decision-making, and a culture of mutual respect in today’s evolving fire service environment.
